In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by ensuring compliance with federal employment eligibility verification requirements through the accurate and timely use of the E-Verify system. By upholding legal hiring practices and safeguarding the integrity of the workforce, this role contributes to CDPH’s commitment to operational excellence, accountability, and public trust. The position also supports strategic goals related to the employee relations and resources, development, compliance, and administrative efficiency.

The Associate Governmental Program Analyst (AGPA) independently performs the more responsible, varied, and complex technical analytical work associated with case management, compliance, policy and procedure development and administration. This role includes managing E-Verify cases, ensuring compliance with federal guidelines, developing and updating policies and procedures, and conducting internal audits.

The incumbent works under the direction of the Staff Services Manager I (SSM I), Chief of the Position Control and Data Analyst Unit.

  • Strong organizational skills and ability to manage multiple priorities and deadlines.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and document management systems.
  • Ability to work independently and collaboratively in a fast-paced, compliance-driven environment.
  • Experience providing training or technical assistance to staff or stakeholders.
